North Carolina Civil Engineer Needed - Residential Site Development / Permit Coordination
Share
Avail Technical Design Group, LLC is seeking a North Carolina-licensed Civil Engineer / PE to provide civil/site engineering and permitting support for a small residential development in Fayetteville, North Carolina, in the Camden Road / Southern Avenue area. The proposed development consists of one attached residential building containing four dwelling units, with a shared parking and site-access arrangement. The building design has already been substantially developed, and the project has already gone through an initial City of Fayetteville Technical Review Committee (TRC) review. This is not a ground-up feasibility or conceptual site-planning assignment. The selected civil engineer will be reviewing an established building/site concept and developing the civil/site documentation and agency coordination necessary to move the project through the remaining City of Fayetteville and Fayetteville Public Works Commission (PWC) review process. The City TRC comments identify several items that require further civil/site review and coordination. These include City Engineering, an Infrastructure Permit, grading and drainage, water and sewer service, PWC coordination, driveway/access permitting, sidewalks and pedestrian improvements, fire-flow coordination, erosion-control requirements as applicable, and other civil/site items necessary for final approval. PWC is also involved in the project. The current comments indicate that the proposed water and sewer service configuration must be shown and coordinated with PWC, including separate water services for the four dwelling units. PWC electrical coordination is also anticipated. The building permit documents already contain electrical design information, including panel/service information, so the intent is primarily to coordinate the site utility interface with PWC Electrical, rather than retain the civil engineer to redesign the building electrical system. If additional electrical engineering is determined to be required by PWC, we would like that need clearly identified. The civil engineer should also evaluate the existing TRC comments and determine what actually applies to this project, rather than automatically including every standard agency comment. We are looking for someone who understands municipal development review and can help identify the most efficient path to approval. Existing project information available to the selected consultant includes: Current architectural, structural, and MEP permit drawing set Existing site/layout information Boundary/topographic survey in PDF and CAD format Subsurface utility / SUE information in PDF and CAD format Existing utility sketch and utility information City of Fayetteville TRC review comments Existing electrical panel/service information Existing landscape/site information Available CAD base files for design coordination The complete project documents and exact site address will not be posted publicly on Upwork. They will be provided only after ATDG has reviewed the consultant's qualifications, verified professional licensure, and completed an initial discussion with the candidate. The anticipated civil scope includes site-plan coordination, grading and finished-floor/site elevation coordination, storm drainage/stormwater evaluation, water and sanitary sewer service design, PWC coordination, City Infrastructure Permit documentation, driveway/access permitting, sidewalk/ADA improvements, erosion-control measures as applicable, fire-flow/hydrant coordination, utility/easement coordination, and responses to normal civil-related agency comments. ATDG will remain the primary client-facing project coordinator. Direct communication with the project owner should occur only when coordinated or authorized through ATDG. The selected consultant may coordinate with the City, PWC, and other reviewing agencies as necessary for technical matters, with ATDG included in project correspondence. For your proposal, please provide your North Carolina PE license information, relevant residential/site-development experience, any City of Fayetteville or PWC experience, current availability, anticipated turnaround time, and your proposed lump-sum fee.
